Information obtained by this publication indicates that the Executive Director of the Sierra Leone Road Safety Authority (SLRSA), Reverend Smart K. Senesie, is vigorously endeavoring to shield the Director of Transport, Arthur Brima, who was found culpable by the committee established by the authority to probe the illicit registration of a right-hand drive vehicle bearing registration number AVH 831.In his desperation, he is vehemently working behind the scenes to undermine the credibility of the committee members and establish a new committee that will exonerate Arthur Brima and his associates.
In light of this situation, this publication is urging His Excellency President Julius Maada Bio to closely monitor the activities at SLRSA, prompting questions about the Board’s competence in enforcing the report.
It is worth noting that on May 3rd of this year, President Bio dissolved the boards of directors for the Electricity Distribution and Supply Authority (EDSA) and the Electricity Generation and Transmission Company (EGTC) due to their ineffectiveness in managing the energy sector. This decision followed the resignation of the former Minister of Energy, Alhaji Kanja Sesay, which allowed the president to assume full control over the ministry.
Recent events at the Sierra Leone Road Safety Authority, such as the unauthorized registration of right-hand vehicles, alleged scarcity of driver’s licenses, improper handling of auctioned vehicles, and fuel theft, have raised serious concerns regarding the delay in dissolving the board by the president.
It has been over a month since the Director of Transport, Arthur Brima, and his associates were found guilty and recommended by the committee for immediate dismissal due to their involvement in the unlawful registration of right-hand vehicles.
This report was presented to the Executive Director by the appointed Investigation Committee for the purpose of implementing the investigation’s findings and recommendations. However, neither Reverend Smart K. Senesie nor the board has taken any steps to comply with the committee’s directives. In fact, it has been reported that the Executive Director is actively working to discredit the report by rallying support among senior staff members to establish a new committee and propose different recommendations to absolve the corrupt Director of Transport.
“Unfortunately, the Executive Director, allegedly in collaboration with the Human Resources Director, has not only failed to execute the committee’s recommendations but is also exerting efforts to shield Mr. Brima, who appears to wield significant influence within the SLRSA and is an accomplice to the ED,” the intelligence revealed.
It is also worth mentioning that this is not the first instance of a senior official at the authority violating government regulations. In 2019, a prior investigation report concerning a right-hand vehicle (MML 001) resulted in the dismissal of the former License Manager, Paul B Jusu, and three others for disregarding due process, as advised by the committee. The question now arises as to why the Executive Director and the Board are hesitating to take action against Arthur Brima and his associates.
Meanwhile, the Executive Director and the management have opted not to respond to a request for clarification from this publication.
