Since taking the helm of the National Social Security and Insurance Trust (NASSIT), Director General Mohamed FuaadDaboh has ushered in a new era of innovation, inclusivity, and institutional reform. Expanding Social Security to the Informal Sector
One of the most ambitious pillars of Daboh’s leadership has been the drive to extend social security coverage to the informal sector—a segment that represents the majority of Sierra Leone’s workforce. Traditionally underserved, this demographic is now at the center of NASSIT’s outreach and policy engagement.
Through partnerships with the Ministry of Employment, Labour and Social Security and the International Labour Organization (ILO), NASSIT conducted a diagnostic study on informal sector inclusion. The initiative engaged over 60 groups representing traders, artisans, transport workers, and other self-employed individuals, validating strategies for a tailored and sustainable scheme. The move reflects a bold push to create a more inclusive social safety net for all Sierra Leoneans.
Modernizing Through ICT Transformation
Under Daboh’s direction, NASSIT has embarked on a far-reaching ICT transformation agenda aimed at digitizing and streamlining its internal processes and member services. A web-based Enterprise Resource Planning (ERP) system is near completion, enabling real-time integration of finance, procurement, and fleet management.
Simultaneously, the rollout of a web-based Pension Administration System (PAS) is set to overhaul how pension-related services are delivered, significantly reducing processing time and improving data integrity. A Multi-Factor Biometric Registration System is also in progress, designed to eliminate identity duplication and increase security.
Enhancing Customer Service and Operational Efficiency
NASSIT has adopted a customer-first philosophy, rolling out innovative programs that center on transparency and responsiveness. A “pigeon-hole” system was introduced to monitor the progress of benefit claims, while PROJECT 54+ engages prospective retirees early to update and verify data.
The Trust also launched a Customer Birthday Wish Programme, leveraging direct communication to improve customer satisfaction. Additionally, NASSIT has expanded its presence on media platforms, ensuring broader access to information and services across the country.
Infrastructure Development and Investment Resumption
Infrastructure growth and investment have regained momentum under Daboh’s leadership. A notable project is the SewaGrounds Market redevelopment in collaboration with the Freetown City Council. Once completed, it will accommodate over 6,000 traders and provide essential amenities—supporting both economic activity and urban planning.
Following the government’s decision to lift a freeze on NASSIT’s investment portfolio, several stalled projects have resumed. These include the construction of regional offices and the development of national programs such as the Student Loan Scheme and the Sierra Leone Social Health Insurance scheme.
Recognition and Global Engagement
The reforms at NASSIT have not gone unnoticed. In June 2024, Daboh was awarded the Most Outstanding Excellence in Social Security Administration at the African Public Service Optimum Awards in Ghana, a testament to his visionary leadership.
He also represented Sierra Leone at the International Social Security Association (ISSA) Global Conference in Cairo, where he highlighted the need for innovation and international collaboration in building resilient and adaptive social protection systems.
