Labour Minister Lauds NASSIT’s Vision and Commitment

The Director General of the National Social Security and Insurance Trust (NASSIT), Mohamed Fuaad Daboh, on Wednesday, 16th April 2025, officially presented the policy blueprint for the proposed Informal Sector Pension Scheme to the Minister of Employment, Labour and Social Security. The presentation took place at the Ministry’s conference room in New England Ville, Freetown.

During the presentation, Mr. Daboh expressed deep appreciation to the Minister and his team for their prompt availability and continued support, describing the event as a landmark occasion in the pursuit of social protection for the nation’s underserved workers.
He noted that the blueprint was the product of diligent efforts by a diverse Technical Committee composed of experts from various ministries, departments, and agencies. According to Mr. Daboh, the policy reflects insights gathered from comprehensive nationwide consultations with informal sector workers and key stakeholders.

“This blueprint represents a vision of inclusion,” Mr. Daboh stated. “With your steadfast commitment, Mr. Minister, and the backing of His Excellency the President, we are steadily progressing toward expanding social security coverage to millions of Sierra Leoneans who have long been excluded.”

The document, he said, now awaits review and validation by the Steering Committee, followed by Cabinet approval and legislative action by Parliament. He urged all stakeholders to sustain the momentum, stating that while significant progress has been made, the journey was far from over.
Receiving the Informal Sector Pension Scheme Blue Print, the Minister of Employment, Labour and Social Security, Honourable Mohamed Rahman Swarray, lauded the Director General and the Technical Committee for what he described as an “exceptional feat of national service.”
“I am truly impressed by the level of dedication and professionalism demonstrated by NASSIT in steering this transformative agenda,” the Minister remarked. “This initiative not only aligns with President Bio’s vision for inclusive development, but it also places Sierra Leone among the trailblazers in social security reform across the Sub-Saharan and Caribbean regions.”
The Minister emphasized that recent engagements with the International Labour Organization (ILO) and regional counterparts had confirmed Sierra Leone’s leading role in efforts to formalize the informal economy and improve the welfare of its members.
“Let me commend NASSIT and the entire Technical Committee,” he continued. “You have demonstrated what patriotism and purpose-driven leadership look like. This blueprint is a bold step toward justice and equity for our hardworking men and women in the informal sector.”
He further pledged his unwavering support to see the policy through its final phases, assuring close collaboration and oversight from his Ministry. “I remain fully committed to this process. Together, we will ensure that this vision becomes a legacy of social protection for generations to come.”
In closing, the Minister Reiterated President Bio’s personal commitment to the project, describing it as a flagship effort under the government’s human capital development drive.
